Za co\u017e jim t\u00edmto je\u0161t\u011b jednou d\u011bkujeme.<\/p>\n<p><!--more--><\/p>\n<p>Svou\u00a0lo\u0148skou a&nbsp;leto\u0161n\u00ed aktivitou okolo p\u0159ipom\u00ednkov\u00e1n\u00ed j\u00edzdn\u00edho \u0159\u00e1du \u010cD jsme motivovali radu m\u011bsta, kter\u00e1 letos p\u0159ijala usnesen\u00ed a&nbsp;pov\u011b\u0159ila pod\u00e1n\u00edm p\u0159ipom\u00ednky k&nbsp;j\u00edzdn\u00edmu \u0159\u00e1du tak\u00e9 jednoho z&nbsp;radn\u00edch. To n\u00e1s velmi t\u011b\u0161\u00ed, jeliko\u017e s&nbsp;lo\u0148skou p\u0159ipom\u00ednkou zazn\u011bly na \u00favod n\u011bkter\u00e9 hlasy, \u017ee bychom se m\u011bli na m\u00edsto marn\u00e9ho p\u0159ipom\u00ednkov\u00e1n\u00ed j\u00edzdn\u00edho \u0159\u00e1du a&nbsp;usilov\u00e1n\u00ed o&nbsp;lep\u0161\u00ed \u017eelezni\u010dn\u00ed dostupnost na\u0161eho m\u011bsta v\u011bnovat d\u016fle\u017eit\u011bj\u0161\u00edm v\u011bcem. Takov\u00e9 koment\u00e1\u0159e n\u00e1s tehdy\u00a0neodradily. A&nbsp;jak se zd\u00e1, vypl\u00e1c\u00ed se to.<\/p>\n<p>A jak byly na\u0161e leto\u0161n\u00ed p\u0159ipom\u00ednky vypo\u0159\u00e1d\u00e1ny?<\/p>\n<h3>ad 1) &#8211; P\u0159id\u00e1n\u00ed vlaku s&nbsp;odjezdem ve 23:42 z&nbsp;Masarykovo n\u00e1dra\u017e\u00ed<\/h3>\n<p>Z pohledu IDSK\u00a0se jedn\u00e1 o&nbsp;m\u00e9n\u011b frekventovanou dobu\u00a0a obslu\u017enost vlaky ve 23:12 (Masarykovo n\u00e1dra\u017e\u00ed) a&nbsp;0:30 (z&nbsp;Hlavn\u00edho n\u00e1dra\u017e\u00ed) pova\u017euje vzhledem k&nbsp;popt\u00e1vce v&nbsp;obdob\u00ed kolem p\u016flnoci za dostate\u010dnou a\u017e nadstandardn\u00ed. P\u0159\u00edpadn\u00e9 \u010dek\u00e1n\u00ed se nav\u00edc odehr\u00e1v\u00e1 v&nbsp;centru hlavn\u00edho m\u011bsta, co\u017e lze dle vyj\u00e1d\u0159en\u00ed IDSK pova\u017eovat za dostate\u010dn\u011b komfortn\u00ed. St\u0159edo\u010desk\u00fd kraj vynalo\u017eil na zaji\u0161t\u011bn\u00ed region\u00e1ln\u00ed \u017eelezni\u010dn\u00ed dopravy za minul\u00fd rok v\u00edce ne\u017e 1,4 miliardy korun. I&nbsp;s&nbsp;ohledem na v\u00fdhled ve\u0159ejn\u00fdch rozpo\u010dt\u016f je tento objem maxim\u00e1ln\u00ed mo\u017en\u00fd, kter\u00fd lze na tyto \u00fa\u010dely alokovat.<\/p>\n<p>Z t\u011bchto uveden\u00fdch d\u016fvod\u016f bohu\u017eel po\u017eadavku na zaveden\u00ed vlaku s&nbsp;odjezdem z&nbsp;Prahy ve 23:42 v&nbsp;tuto chv\u00edli\u00a0<strong>nevyhov\u00ed.<\/strong><\/p>\n<h3>ad 2) &#8211; Zastaven\u00ed vlaku Sp 1494 ve stanici Lib\u010dice nad Vltavou (odjezd\u00a0v 16:23 z&nbsp;Masarykovo n\u00e1dra\u017e\u00ed)<\/h3>\n<p>Rann\u00ed vlak Sp 1495 (7:09 v&nbsp;Lib\u010dic\u00edch) ve sm\u011bru do Prahy zastavuje v&nbsp;Lib\u010dic\u00edch, jeliko\u017e je zde tento vlak jako pomalej\u0161\u00ed p\u0159edj\u00ed\u017ed\u011bn vlakem R 603.\u00a0Zastavov\u00e1n\u00ed tohoto sp\u011b\u0161n\u00e9ho vlaku je tak vlastn\u011b p\u016fvodn\u011b vynucenou zast\u00e1vkou, kter\u00e1 v\u0161ak v\u00fdrazn\u011b pom\u00e1h\u00e1 odleh\u010dit velmi vyt\u00ed\u017een\u00fdm vlak\u016fm linky S4 v&nbsp;rann\u00ed \u0161pi\u010dce a&nbsp;z\u00e1rove\u0148 na\u0161emu m\u011bstu poskytuje atraktivn\u00ed zrychlen\u00e9 spojen\u00ed do Prahy. V&nbsp;odpoledn\u00ed \u0161pi\u010dce u&nbsp;vlaku Sp 1494 ji\u017e nutnost p\u0159edj\u00ed\u017ed\u011bn\u00ed nenast\u00e1v\u00e1, proto zde tento vlak doposud nezastavoval.<\/p>\n<p>IDSK zv\u00e1\u017eilo p\u0159ipom\u00ednku. Vzhledem ke zv\u00fd\u0161en\u00ed kapacity v&nbsp;odpoledn\u00ed \u0161pi\u010dce<strong> souhlas\u00ed se z\u00e1m\u011brem zastaven\u00ed odpoledn\u00edho vlaku v&nbsp;Lib\u010dic\u00edch.<\/strong>\u00a0To ale bude mo\u017en\u00e9 a\u017e pot\u00e9, co prob\u011bhne\u00a0v\u00fdm\u011bna zabezpe\u010dovac\u00edho za\u0159\u00edzen\u00ed v&nbsp;\u017eelezni\u010dn\u00ed stanici Zvolen\u011bves. Teprve v\u00fdm\u011bna umo\u017en\u00ed zaveden\u00ed nov\u00e9ho provozn\u00edho konceptu na trati, kter\u00fd zastaven\u00ed vlaku 1494 v&nbsp;Lib\u010dic\u00edch umo\u017en\u00ed bez negativn\u00edch dopad\u016f na dal\u0161\u00ed spoje.<\/p>\n<p>Zastaven\u00ed bude IDSK po\u017eadovat, jakmile budou hotov\u00e9 \u00fapravy na trati 110, p\u0159\u00edpadn\u011b takt\u00e9\u017e definitivn\u00ed polohy d\u00e1lkov\u00e9 dopravy na trati 090\/091. Vzhledem k&nbsp;realizaci stavby pl\u00e1novan\u00e9 aktu\u00e1ln\u011b na m\u011bs\u00edc listopad jen nelze zaru\u010dit zastavov\u00e1n\u00ed vlaku 1494 ji\u017e od prosincov\u00e9 zm\u011bny j\u00edzdn\u00edch \u0159\u00e1d\u016f.<\/p>\n<p>Nejsp\u00ed\u0161 k&nbsp;n\u011bmu dojde pozd\u011bji &#8211; doufejme, \u017ee se do\u010dk\u00e1me u\u017e v&nbsp;p\u0159\u00ed\u0161t\u00edm roce. Zm\u011bna se bude t\u00fdkat jen zastaven\u00ed ve stanici Lib\u010dice, nijak nepom\u016f\u017eeme cestuj\u00edc\u00edm ze zast\u00e1vky Letky.<\/p>\n<h3>ad 3) &#8211; Zv\u00fd\u0161en\u00ed rozestupu mezi spoji \u010cD 9611 \/ 9615 a&nbsp;spoji Arrivy 28107 \/ 28111 v&nbsp;Roztok\u00e1ch<\/h3>\n<p><strong>Dvouminutov\u00fd \u010dasov\u00fd rozestup mezi spoji se jev\u00ed jako dostate\u010dn\u00fd,<\/strong> nebo\u0165 p\u0159estup mezi vlaky prob\u00edh\u00e1 mimo stanici Roztoky u&nbsp;Prahy pohodln\u011b na shodn\u00e9 n\u00e1stupi\u0161tn\u00ed hran\u011b, respektive koleji a&nbsp;vlaky odj\u00ed\u017ed\u00ed postupn\u011b za sebou v&nbsp;definovan\u00e9m po\u0159ad\u00ed. Tedy <strong>vlaky &#8220;na sebe \u010dekaj\u00ed&#8221;. <\/strong>Co\u017e plat\u00ed v\u017edy, kdy\u017e nen\u00ed zpo\u017ed\u011bn\u00ed vlaku \u010cD p\u0159\u00edli\u0161 vysok\u00e9. Na velk\u00e9 zpo\u017ed\u011bn\u00ed\u00a0by\u00a0ale ani 5minutov\u00fd rozestup nesta\u010dil.<\/p>\n<h4 style=\"padding-left: 30px;\">ad a) &#8211; Zaveden\u00ed 15minutov\u00e9ho intervalu ve \u0161pi\u010dk\u00e1ch pracovn\u00edch dn\u00ed<\/h4>\n<p style=\"padding-left: 30px;\">St\u0159edo\u010desk\u00fd kraj ve st\u0159edn\u011bdob\u00e9m horizontu uva\u017euje o&nbsp;zaveden\u00ed sp\u011b\u0161n\u00e9 vrstvy vlak\u016f na \u00faseku Kralupy \u2013 Praha, kter\u00fd by m\u011bl zastavovat tak\u00e9 v&nbsp;Lib\u010dic\u00edch nad Vltavou, \u010d\u00edm\u017e by byl ve \u0161pi\u010dk\u00e1ch zaji\u0161t\u011bn interval Praha &#8211; Lib\u010dice cca 15 minut a&nbsp;nav\u00edc by do\u0161lo pro obyvatele Lib\u010dic ke zrychlen\u00ed spojen\u00ed do Prahy i&nbsp;Kralup, p\u0159\u00edpadn\u011b na n\u00e1vazn\u00e9 trat\u011b. Zam\u00fd\u0161len\u00fd model bude mj.&nbsp;sou\u010d\u00e1st\u00ed p\u0159ipravovan\u00e9ho Pl\u00e1nu dopravn\u00ed obslu\u017enosti St\u0159edo\u010desk\u00e9ho kraje.<\/p>\n<p style=\"padding-left: 30px;\">Tento koncept ov\u0161em vy\u017eaduje zv\u00fd\u0161en\u00e9 n\u00e1klady na po\u0159\u00edzen\u00ed vozidel a&nbsp;zaji\u0161t\u011bn\u00ed provozu, proto o&nbsp;n\u011bm nelze z&nbsp;pochopiteln\u00fdch d\u016fvod\u016f uva\u017eovat u\u017e v&nbsp;r\u00e1mci n\u00e1sleduj\u00edc\u00edho j\u00edzdn\u00edho \u0159\u00e1du.<\/p>\n<h4 style=\"padding-left: 30px;\">ad b) &#8211; P\u0159\u00edm\u00fd p\u0159\u00edstup k&nbsp;lince metra C (Praha &#8211; Hole\u0161ovice nebo Praha &#8211; Vltavsk\u00e1)<\/h4>\n<p style=\"padding-left: 30px;\">Tarifn\u00ed bod Praha-Bubny-Vltavsk\u00e1 byl z\u0159\u00edzen v&nbsp;provizorn\u00ed podob\u011b po&nbsp;dobu rekonstrukce Negrelliho viaduktu a&nbsp;v&nbsp;sou\u010dasn\u00e9 dob\u011b nen\u00ed jeho obsluha vlaky sm\u011br Masarykovo n\u00e1dra\u017e\u00ed mo\u017en\u00e1. Vazbu na metro linky C lze zajistit p\u0159estupem na linku S49.<\/p>\n<p style=\"padding-left: 30px;\">Jak v\u0161ak v\u00edme z&nbsp;lo\u0148sk\u00e9ho vypo\u0159\u00e1d\u00e1n\u00ed p\u0159ipom\u00ednky, kter\u00e9 n\u00e1m poskytl ROPID (nikoliv IDSK), tak <strong>p\u0159estup z&nbsp;osobn\u00edch vlak\u016f od Kralup na metro linky C se p\u0159edpokl\u00e1d\u00e1 v&nbsp;nov\u011b p\u0159ipravovan\u00e9 zast\u00e1vce Praha-Bubny (v&nbsp;prostoru u&nbsp;stanice metra Vltavsk\u00e1).<\/strong><\/p>\n<h4 style=\"padding-left: 30px;\">ad c) &#8211; Nav\u00fd\u0161en\u00ed kapacity spoj\u016f o&nbsp;dal\u0161\u00ed soupravu v&nbsp;dob\u011b \u0161pi\u010dek<\/h4>\n<p style=\"padding-left: 30px;\">IDSK je si v\u011bdomo kapacitn\u00edch probl\u00e9m\u016f zm\u00edn\u011bn\u00fdch vlak\u016f v&nbsp;rann\u00ed \u0161pi\u010dce ve sm\u011bru do Prahy. Bohu\u017eel, v&nbsp;cel\u00e9 pra\u017esk\u00e9 aglomeraci moment\u00e1ln\u011b panuje nedostatek vhodn\u00fdch kapacitn\u00edch vozidel ekvivalentu jednotky 471 CityElefant. V&nbsp;rann\u00ed \u0161pi\u010dce je vypraven maxim\u00e1ln\u011b mo\u017en\u00fd po\u010det vozidel.<\/p>\n<p style=\"padding-left: 30px;\"><strong>St\u0159edo\u010desk\u00fd kraj ve st\u0159edn\u011bdob\u00e9m horizontu uva\u017euje o&nbsp;p\u0159\u00edpadn\u00e9m zaveden\u00ed sp\u011b\u0161n\u00e9 vrstvy vlak\u016f v&nbsp;\u00faseku Kralupy &#8211; Praha. To by m\u011blo k&nbsp;vy\u0159e\u0161en\u00ed cel\u00e9 situace velmi v\u00fdrazn\u011b p\u0159isp\u011bt.<\/strong><\/p>\n<p style=\"padding-left: 30px;\">Tento koncept ov\u0161em vy\u017eaduje zv\u00fd\u0161en\u00e9 n\u00e1klady na po\u0159\u00edzen\u00ed vozidel a&nbsp;zaji\u0161t\u011bn\u00ed provozu, proto o&nbsp;n\u011bm nelze uva\u017eovat v&nbsp;r\u00e1mci n\u00e1sleduj\u00edc\u00edho j\u00edzdn\u00edho \u0159\u00e1du.<\/p>\n<div class=\"alert alert-info\">Pro budouc\u00ed 15 minutov\u00fd interval obslu\u017enosti na\u0161eho m\u011bsta vlakov\u00fdmi spoji z\u016fst\u00e1v\u00e1 p\u0159edev\u0161\u00edm z\u00e1sadn\u00ed, aby St\u0159edo\u010desk\u00fd kraj byl naklon\u011bn financovat toto nav\u00fd\u0161en\u00ed obslu\u017enosti.
