Poj\u010fme si zrekapitulovat stroh\u00e1 fakta. Pokud mo\u017eno bez emoc\u00ed.<!--more--><\/p>\n<ul>\n<li>M\u011bsto nab\u00edz\u00ed pozemek spole\u010dnosti RHG s. r. o.\u00a0 za 1&nbsp;200&nbsp;000,- K\u010d, co\u017e znamen\u00e1 cca \u010dty\u0159 tis\u00edce \u010dtvere\u010dn\u00edch metr\u016f rovinat\u00e9ho pozemku za cenu 300,- K\u010d \/m2.<\/li>\n<\/ul>\n<ul>\n<li><span style=\"line-height: 1.5em;\">Spole\u010dnost\u00a0 RHG s. r. o. je provozovatelem nemocnice s&nbsp;l\u016f\u017eky dlouhodob\u011b nemocn\u00fdch (LDN) v&nbsp;Roztok\u00e1ch u&nbsp;Prahy a&nbsp;nemocnice v&nbsp;Kralupech nad Vltavou (kde tak\u00e9 v\u00fdznamnou \u010d\u00e1st tvo\u0159\u00ed LDN). Jedn\u00e1 se o&nbsp;standardn\u00ed, ekonomicky \u00fasp\u011b\u0161nou spole\u010dnost funguj\u00edc\u00ed na komer\u010dn\u00edch principech, kter\u00e1 p\u00e9\u010d\u00ed o&nbsp;pot\u0159ebn\u00e9 star\u00e9 lidi nap\u0159\u00edklad v&nbsp;roce 2013 vytvo\u0159ila zisk p\u0159es 24 mil (viz ve\u0159ejn\u011b dostupn\u00e9 dokumenty na <\/span><a style=\"line-height: 1.5em;\" title=\"listiny k RHG\" href=\"https:\/\/or.justice.cz\/ias\/ui\/vypis-sl-firma?subjektId=459440\"><span>justice.cz<\/span><\/a><span style=\"line-height: 1.5em;\">)<\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"line-height: 1.5em;\">Tato spole\u010dnost v&nbsp;Lib\u010dic\u00edch nad Vltavou uva\u017euje o&nbsp;v\u00fdstavb\u011b soci\u00e1ln\u011b-zdravotnick\u00e9ho za\u0159\u00edzen\u00ed, kter\u00e1 zat\u00edm nem\u00e1 p\u0159esnou specifikaci. M\u016f\u017ee se jednat o&nbsp;LDN, nebo o&nbsp;D\u016fm se zdravotn\u00ed p\u00e9\u010d\u00ed, nebo o&nbsp;D\u016fm s&nbsp;pe\u010dovatelskou slu\u017ebou. Bude z\u00e1le\u017eet hlavn\u011b na tom, za co budou zdravotn\u00ed poji\u0161\u0165ovny ochotny nab\u00eddnout dostate\u010dnou \u00fahradu. A\u010dkoliv jm\u00e9no nebylo vysloveno, zm\u00ednka o&nbsp;st\u00e1vaj\u00edc\u00ed ordinaci v&nbsp;kulturn\u00edm dom\u011b odkazuje k&nbsp;praktick\u00e9mu l\u00e9ka\u0159i MUDr. Blechovi.<\/p>\n<p>V dal\u0161\u00edm pr\u016fb\u011bhu na dotaz &#8220;co m\u016f\u017ee spole\u010dnost RHG m\u011bstu nab\u00eddnout za slu\u017eby a&nbsp;jak\u00e9 z\u00e1ruky na vyu\u017eit\u00ed budouc\u00edho objektu&#8221; pan Vladim\u00edr Matou\u0161ek odpov\u011bd\u011bl, \u017ee zdravotn\u00ed p\u00e9\u010di nelze specifikovat d\u0159\u00edve, ne\u017e je objekt postaven, proto\u017ee s\u00a0 \u017e\u00e1dnou zdravotn\u00ed poji\u0161tovnou nelze nasmlouvat zdravotn\u00ed l\u016f\u017eka dop\u0159edu. Stanoven\u00ed po\u010dtu by bylo mo\u017en\u00e9 jedin\u011b v&nbsp;p\u0159\u00edpad\u011b, \u017ee by se jednalo o&nbsp;d\u016fm s&nbsp;pe\u010dovatelskou slu\u017ebou. Proto v&nbsp;sou\u010dasn\u00e9 chv\u00edli nem\u016f\u017ee pan Matou\u0161ek m\u011bstu garantovat nic konkr\u00e9tn\u00edho, ani konkr\u00e9tn\u00ed po\u010det l\u016f\u017eek, kam by byli p\u0159ednostn\u011b umis\u0165ov\u00e1ni ob\u010dan\u00e9 Lib\u010dic.<\/p>\n<p>V diskusi k&nbsp;t\u00e9matu byl panu Matou\u0161kovi polo\u017een p\u0159\u00edm\u00fd dotaz, zda nap\u0159\u00edklad pl\u00e1nuje poskytnout v&nbsp;r\u00e1mci spolupr\u00e1ce s&nbsp;m\u011bstem z\u00e1zem\u00ed pro pe\u010dovatelskou slu\u017ebu na 10 let zdarma. Ten odpov\u011bd\u011bl, \u017ee ter\u00e9nn\u00ed slu\u017ebu provozovat nechce, a&nbsp;\u017ee nechce ani nab\u00eddnout zdarma z\u00e1zem\u00ed. Pouze za \u00faplatu. Padl tedy dal\u0161\u00ed logick\u00fd dotaz &#8211; co m\u011bstu v&nbsp;tuto chv\u00edli nab\u00edz\u00ed?<\/p>\n<p>Na tento logick\u00fd dotaz &#8211; m\u011bsto spole\u010dnosti RHG vych\u00e1z\u00ed maxim\u00e1ln\u011b vst\u0159\u00edc: m\u011bn\u00ed \u00fazemn\u00ed pl\u00e1n, minimalizuje prodejn\u00ed cenu &#8211; s\u00e1m \u0159ekl, \u017ee nic. To &#8220;nic&#8221; se t\u00fdk\u00e1 nap\u0159\u00edklad i&nbsp;m\u00edst pro m\u00edstn\u00ed ob\u010dany, proto\u017ee bude-li to LDN, z\u00e1kon to dle slov pana doktora neumo\u017e\u0148uje.<\/p>\n<p>Pan Matou\u0161ek ve sv\u00e9 \u017e\u00e1dosti p\u016fvodn\u011b po\u017eadoval cenu za pozemek ve v\u00fd\u0161i 1&nbsp;050&nbsp;000,- K\u010d. Takto n\u00edzkou cenu od\u016fvod\u0148oval \u0161patn\u00fdm podlo\u017e\u00edm, zp\u016fsoben\u00fdm nav\u00e1\u017ekou \u0161t\u011brku, kamen\u00ed a&nbsp;p\u00edsku v&nbsp;letech minul\u00fdch a&nbsp;tud\u00ed\u017e zv\u00fd\u0161enou finan\u010dn\u00ed n\u00e1kladnost\u00ed na zalo\u017een\u00ed stavby. Mo\u017en\u00e1 to nen\u00ed \u00fapln\u011b podstatn\u00e9, ale v&nbsp;diskusi padl i&nbsp;dotaz, pro\u010d toto nen\u00ed \u0159e\u0161eno formou v\u00fdstavby podzemn\u00edch gar\u00e1\u017e\u00ed. Odpov\u011b\u010f zn\u011bla, \u017ee toto nen\u00ed v&nbsp;pl\u00e1nu projektu z&nbsp;d\u016fvodu velk\u00e9 finan\u010dn\u00ed n\u00e1ro\u010dnosti a&nbsp;okoln\u00ed pozemek je na parkovac\u00ed m\u00edsta dosta\u010duj\u00edc\u00ed, pan doktor ale sl\u00edbil, \u017ee tato varianta bude na z\u00e1klad\u011b tohoto podn\u011btu zv\u00e1\u017eena.<\/p>\n<p>M\u011bsto p\u0159edlo\u017eilo dva znaleck\u00e9 posudky ceny pozemku.\u00a0Ing. Richard Moty\u010dka pozemek ocenil na 1&nbsp;010&nbsp;000,- K\u010d, firma RAK CZ a.s. na 1,9 &#8211; 2,0 milionu K\u010d. M\u011bsto si tak\u00e9 na vlastn\u00ed n\u00e1klady (20&nbsp;000,- K\u010d) nechalo zhotovit znaleck\u00fd geologick\u00fd posudek v\u010detn\u011b vrtu do hloubky 10&nbsp;m.<\/p>\n<h3>Stanovisko opozice<\/h3>\n<p><strong>Opozi\u010dn\u00ed zastupitel\u00e9 nemaj\u00ed v&nbsp;\u017e\u00e1dn\u00e9m p\u0159\u00edpad\u011b n\u00e1mitky proti z\u00e1m\u011bru postavit v&nbsp;Lib\u010dic\u00edch objekt jak\u00fd pl\u00e1nuje spole\u010dnost RHG<\/strong>. Z\u00e1sadn\u011b ale nesouhlas\u00edme se stanovenou cenou a&nbsp;s&nbsp;podm\u00ednkami, kter\u00e9 m\u00e1 podle Rady m\u011bsta obsahovat kupn\u00ed smlouva.<\/p>\n<p>Zastupitel\u00e9 za LOS proto podali vlastn\u00ed n\u00e1vrh zn\u011bn\u00ed p\u0159\u00edslu\u0161n\u00e9ho usnesen\u00ed o&nbsp;podm\u00ednk\u00e1ch prodeje, kter\u00fd nebyl zastupitelstvem p\u0159ijat:<\/p>\n<div class=\"alert alert-info\" role=\"alert\">\n<h4>Protin\u00e1vrh usnesen\u00ed \u010d.&nbsp;1\/5 &#8211; 2015:<\/h4>\n<p>Zastupitelstvo m\u011bsta souhlas\u00ed s\u00a0odlo\u017een\u00edm projedn\u00e1n\u00ed n\u00e1vrhu prodeje pozemku p.&nbsp;\u010d.&nbsp;1&nbsp;153 v\u00a0k. \u00fa. Lib\u010dice nad Vltavou spole\u010dnosti RHG s.r.o. do doby zpracov\u00e1n\u00ed strategick\u00e9ho pl\u00e1nu m\u011bsta a&nbsp;do zpracov\u00e1n\u00ed n\u00e1vrhu podm\u00ednek, kter\u00e9 budou sou\u010d\u00e1st\u00ed kupn\u00ed smlouvy a&nbsp;ukl\u00e1d\u00e1 rad\u011b m\u011bsta:<\/p>\n<ol>\n<li>do term\u00ednu dokon\u010den\u00ed strategick\u00e9ho pl\u00e1nu p\u0159ipravit n\u00e1vrh podm\u00ednek, kter\u00e9, bude-li prodej odsouhlasen zastupitelstvem, budou sou\u010d\u00e1st\u00ed kupn\u00ed smlouvy a&nbsp;budou obsahovat mimo jin\u00e9 ustanoven\u00ed:\n<ul>\n<li>o z\u00e1vazn\u00e9m vyu\u017eit\u00ed stavby, pro jej\u00ed\u017e realizaci se pozemek prod\u00e1v\u00e1<\/li>\n<\/ul>\n<ul>\n<li>o pr\u00e1vu zp\u011btn\u00e9ho odkupu pozemku za p\u016fvodn\u00ed prodejn\u00ed cenu v\u00a0p\u0159\u00edpad\u011b, \u017ee stavba nebude k\u00a0dan\u00e9mu \u00fa\u010delu zkolaudov\u00e1na do 5 let od vyd\u00e1n\u00ed stavebn\u00edho povolen\u00ed a&nbsp;do 8 let o&nbsp;z\u00e1pisu vkladu o&nbsp;p\u0159evodu pozemku do katastru nemovitost a&nbsp;o&nbsp;p\u0159edkupn\u00edm pr\u00e1vu v\u00a0p\u0159\u00edpad\u011b prodeje pozemku jin\u00e9mu vlastn\u00edkovi<\/li>\n<\/ul>\n<ul>\n<li>poskytnut\u00ed z\u00e1zem\u00ed v\u00a0nov\u00e9m objektu pro pe\u010dovatelskou slu\u017ebu m\u011bsta, p\u0159\u00edpadn\u011b s\u00a0m\u011bstem na jej\u00edm provozu participovat na dobu min. 10 let od kolaudace za\u0159\u00edzen\u00ed<\/li>\n<\/ul>\n<ul>\n<li>o garanci alespo\u0148 1\/3 kapacity za\u0159\u00edzen\u00ed pro pot\u0159ebu obyvatel Lib\u010dic<\/li>\n<\/ul>\n<\/li>\n<li>p\u0159ipravit n\u00e1vrh podm\u00ednek m\u011bsta pro \u00fazemn\u00ed \u0159\u00edzen\u00ed, kter\u00e9 budou zahrnovat i&nbsp;po\u017eadavek posouzen\u00ed kapacity p\u0159\u00edstupov\u00fdch komunikac\u00ed a&nbsp;dopravn\u00ed z\u00e1t\u011b\u017ee vyvolan\u00e9 provozem za\u0159\u00edzen\u00ed na okoln\u00ed z\u00e1stavbu. Podm\u00ednky pro \u00fazemn\u00ed \u0159\u00edzen\u00ed budou podl\u00e9hat schv\u00e1len\u00ed zastupitelstvem.<\/li>\n<\/ol>\n<\/div>\n<p>Jsme p\u0159esv\u011bd\u010deni, \u017ee a\u010d\u00a0 z\u00e1m\u011br postavit v&nbsp;Lib\u010dic\u00edch (zat\u00edm nedefinovan\u00e9) soci\u00e1ln\u011b-zdravotn\u00ed za\u0159\u00edzen\u00ed ni\u010demu neu\u0161kod\u00ed,\u00a0nem\u00e1 m\u011bsto\u00a0 v&nbsp;sou\u010dasn\u00e9 chv\u00edli pot\u0159ebu rozprod\u00e1vat sv\u016fj majetek za takov\u00fdch podm\u00ednek. M\u011bsto nen\u00ed ve finan\u010dn\u00ed nouzi a&nbsp;cena 300,- K\u010d\/m2 stavebn\u00ed parcely v&nbsp;centru Lib\u010dic je neobvykle n\u00edzk\u00e1. Pokud nav\u00edc zv\u00e1\u017e\u00edme skute\u010dnost, \u017ee tato stavebn\u00ed parcela byla firm\u011b RHG vytvo\u0159ena na m\u00edru zm\u011bnou \u00fazemn\u00edho pl\u00e1nu v&nbsp;pr\u016fb\u011bhu minul\u00e9ho roku, je cena o&nbsp;to v\u00edc zar\u00e1\u017eej\u00edc\u00ed.<\/p>\n<p>Radnice oponuje tvrzen\u00edm, \u017ee je pozemek znehodnocen nav\u00e1\u017ekou (dle m\u00e9ho n\u00e1zoru ji\u017e t\u0159icetiletou) a&nbsp;tak\u00e9 t\u00edm, \u017ee se po&nbsp;vyv\u011b\u0161en\u00ed na \u00fa\u0159edn\u00ed desce nep\u0159ihl\u00e1sil \u017e\u00e1dn\u00fd jin\u00fd z\u00e1jemce. Spole\u010dnost RHG po\u017e\u00e1dala m\u011bsto o&nbsp;odkoupen\u00ed pozemku ji\u017e v&nbsp;kv\u011btnu tohoto roku.
